Postal consultant/RTCAP Manager

Tan Yong Chee was seconded to Universal Postal Union Regional Support Centre for Asia Pacific (UPU RSCAP) from Singapore Post to promote EDI activities for Asia Pacific region since 1996.   RSCAP is renamed as Regional Technical Centre for Asia Pacific (RTCAP) since 2009.

Mr Tan has provided practical assistance with regards to deployment and training of PTC mails applications, namely, IPS, IPS Light and IPS.POST system, for the users in the region.  He has assisted several countries in the region to develop and generate EDI messages and exchange EDI messages with their partners.  He is the regular guest speaker at Asian Pacific Postal College (APPC).



      Our team of cleaning ladies ensure the environment is clean for all our visitors. They are our unsung heroes that help everyone to have a wonderful stay in Bangkok.

          Mr Sophon Sricharoen

          Mr Sophon  provide the vital first and last point of contact for all delegates arriving and leaving APPU and APPC. With airside access the two are able to meet delegates in the arrivals hall to smooth the arrivals process in Bangkok.

              Mr Anupan Auanon

              Mr Anupan is a driver at APPC. Before joining the Centre in 1995 he worked with the Cable Company as a driver. He holds all classes of drivers’ license.

                  Mr Ekkachai Srisawang

                  Mr Ekkachai (Ek) joined APPU in April 2019. EK provides a wide range of support for APPU and APPC activities. He also provides the essential role of official photographer to ensure memories of each course and visit are recorded for posterity. Ek had previous experience in working at Universal Postal Union Regional Project Coordinator for Asia and Pacific Assistant Secretary from 1997 to 2019 .



                      Mr Danai Suwattana

                      Danai joined APPU since year 2000 to provide support on IT, system, internet and multi-media facilities. He graduated Master’s degree in Telecom and Computer Network from Rangsit University. He was General Manager of Maruay Engineering and System Engineer of Siripaisal Group before joining APPU.


                          Ms Somjin Chaingam

                          Ms. Somjin studied Social Work Administration from Thammasat University where she also graduated Master’s degree in Public Administration. She worked for Communications Authority of Thailand (CAT) since 1990 as Instructor and Officer in International Relations Department. She works with APPU since 1997. College’s participants and delegates recognize her by her kind-heartedness, and as mommy or auntie where they can run to for getting helps or advices.


                              Ms Sawitree Langkhong

                              Sawitree is the Secretary at APPU for 12 years now (since 2006). She holds a Master’s degree in Marketing from Kasetsart University. Prior to joining APPU, she worked as QA/QC Inspector Assistant with Halliburton Energy Services. The College participants might know her well as the focal point for arranging air tickets and travel-related documents.


                                  Mr Kirati Petchkum

                                  Kirati is the pioneer of APPU, where he joined since 1988. He earned Master’s degree in Marketing from Eastern Asia University. He acts a vital role in ensuring the wheels of APPU keep turning by providing financial and admin support. As a keen sportsman, Mr. Kirati hosts and play actively in the APPC sports day.


                                      Ms Kwanjai kajornwuttideth

                                      Kwanjai has started her professional career in administration after graduating from her Master Degree, majoring in Business Administration more than 10 years ago. Moreover, she has worked with international non-profit organizations for many years, which made her be able to learn and adapt herself very quickly at APPU. Her major responsibilities are being in charge of all office administration, communicating with member countries, donors, and third parties, and being a focal point for participants after office hours as well as being an acting of the Secretary General when he is away from the office.
