Dr. Vinaya Prakash Singh
Secretary-General
Dr. Vinaya Prakash Singh is the Secretary-General of the Asian-Pacific Postal Union (APPU).
He was elected to this position during the APPU Congress held in Bangkok in 2022.
With a Doctorate (Ph.D.) in Management from the Indian Institute of Technology (IIT) Delhi,
Dr. Singh is a career civil servant and an Indian Postal Service (IPoS)officer, who comes
with a rich and varied experience of more than 33 years of working both within and outside
the Government of India. He has handled various portfolios in the Department of Posts,
Government of India (India Post), which entail diverse responsible positions managing
myriad facets of policy formulation, policy implementation, postal operations, international
relations, and financial services. Outside India Post, his experience includes working with the
Union Public Service Commission (UPSC) of India and with the United Nations Development Programme (UNDP) in Afghanistan. Before assuming his current position as the Secretary-General of the APPU, he was working as a Member of the Postal Services Board, Government of India, handling the HR matters of close to half a million postal staff.
In his present role, Dr. Singh leads the Union catering to the postal needs of 32 member countries
from the Asia Pacific region and is also the Head of one of the world’s largest intergovernmental
postal training institutes- the Asian Pacific Postal College, Bangkok.

Mr. Anucha Soonglertsongpha
Course Director
Mr. Anucha Soonglertsongpha holds a Bachelor of Arts (French/English) and a Master of Project Evaluation and Management, University of Antwerp, Belgium. He has his past experiences as Course Director at APPC during 2014-2019. He has conducted both in house training and External Training Programs for many countries such as Brunei Darussalam, Hong Kong, Lao, Macao, Malaysia, Myanmar, Sri Lanka, Timor Leste and Vietnam. Under the bilateral agreement
between UPU and APPU, Mr. Anucha has served as Regional Project Facilitator (RPF) of the Operational Readiness for e-Commerce (ORE 1 and ORE 2) for Asian region during 2017-2021.As the ORE RPF for Asia, Mr. Anucha has joined many projects of the UPU as a Review Team with the UPU Experts for On-site process review, Security Certification and Quality of Service Certification
in many countries. In the postal experiences over 30 years from Thailand Post,
Mr. Anucha has gained a lot of experiences in various areas in International Postal operations,
Logistics Capabilities management for business customers of Thailand Post, Sales and Marketing of International Postal Services. From his experience, Mr. Anucha can contribute his expertise and competency for enriching the different courses of training modules of APPC in response to the requirement of the member countries and competitive environment nowadays.

Ms.Suchismita Swain
Course Director
Ms. Suchismita Swain holds a Bachelors degree in Sociology and Masters degree
in Disaster Management from India. She joined the APPC family in January 2024 as
Course Director. She is an Indian Postal service Officer of 2013 Batch. Prior to
joining APPC, she was Director Postal Services in a province of India. She has
experience of more than 10 years while holding various positions in Department of
Post, Government of India. She was responsible for collaborating intragovernment
programs and executing projects in more than 8000 post offices.She was tasked
with human resource management of more than 16,000 employees working with India Post.
She was also member of selection committee for appointment of trainers in 14 in-house
training centers.Her area of expertise includes Postal Financial Services, Rural Business
Development, Social Media Management, Human Resource Management and Logistics Management.
Her interactive and collaborative approach to create pragmatic pathways for participants
will enrich their experience in training modules of APPC.

Mr.Kenichi Hosokawa
Course Director
Mr. Kenichi Hosokawa joined the APPU family in June 2024 as Lecturer, on secondment
from Japan Post.
He holds a Bachelor of History at Gakushuin University in Japan and brings over two decades of
experience in the postal and logistics industry. He has a strong background in managing international
postal operations, improving delivery processes, and ensuring compliance with
industry standards.
His working in marketing and expanding EMS services has led to growth and better customer satisfaction in Japan Post.
He worked actively at the Kahala Posts Group as a member of Operations Leadership Group from 2004 to 2009, and also of Sales and marketing Task Force in 2012.
Additionally, he has experience in training and having taught EMS sales and marketing at Japan Post’s training institute.
Mr. Hosokawa also has valuable experience as a coordinator for the Organizing Committee of the Tokyo 2020 Olympic and Paralympic Games. His planning and communication skills were important for the successful execution of this major international event.
He will pass on a lot of experiences in international relations work to participants so that they could grow through the class and activity

Mr . Sandeep Kunnathodi Puthanveedu
Lecturer-cum-Consultant
Mr. Sandeep KP joined the APPU family as “Lecturer-cum-Consultant” in January 2023, on
secondment from the Government of India.
An Electrical and Electronics Engineer by graduation, he is a member of the Indian Civil
Service and is an Indian Postal Service officer of the 2014 batch. Prior to joining
the APPU, Mr. Sandeep was actively involved in the UPU and APPU affairs in his role as
Assistant Director General (International Relations)in India Post. He represented India in
the QSF Board of the UPU and Cooperative Management Board of the Asia Pacific Cooperative
from 2019 and 2021 respectively. He has also worked as the QSF National Coordinator and ORE
Country Project Manager since 2019. He has represented the Republic of India in various
meetings of the UPU and APPU as the head of delegation as well as plenipotentiary delegate.
His areas of expertise include supply chain management, international negotiations,
human resource management and project management.

Ms. Yu Yan
RTCAP/Consultancy Section Manager
Ms. Yu Yan holds a Bachelor of Economics and a Master of Public Administration. She joins the APPU bureau as the Consultancy Section Manager in 2023 after working as the Course Director at APPC for four years since 2019. In the progression of her career, Ms. Yu has served in a variety of roles to include Project Manager (International Service Division of EMS China), Improver Program Manager (IB, UPU), Director (Express Management Division of Market Supervision Department, State Post Bureau of China) and Course Director (APPC). Her experience working in China, Switzerland and Thailand provides her with a diverse base of experience to connect with different communities. In Ms. Yu’s application she wrote, “I firmly believe the Consultation must be something we do with members, not just to members. With the limited resources the APPU bureau has, it is important to be proactive in building partnerships with relevant stakeholders.”

Ms. Kwanjai Kajornwuttideth
Mgr Admin & APPU Affairs
Ms. Kwanjai started her professional career in administration after obtaining her Master’s
degree in Business Administration from Ramkhamhaeng University in 2008. Moreover, she
has worked with international non-profit organizations for many years, which helped her
learn and adapt very quickly at APPU.
Her major responsibilities include managing all office administration, communicating with
member countries, donors, and various other stakeholders, and being a focal point for
participants after office hours. She is the main contact person in the absence or leave of
the Secretary-General.

Ms. Maneewan Innara
Senior Administrative Officer
Ms. Maneewan joined APPU in October 2022, bringing with her over twenty years of
experience in accounting. She holds a continuing professional development license from
the Federation of Accounting Professions under the Royal Patronage of His Majesty the
King in Thailand.
Ms. Maneewan specializes in various accounting programs, including SAP, Oracle, ERP,
Microsoft AX, Express, AS 400, JD Edwards, CD Organized, QuickBooks, and Winspeed. She
plays a crucial role in ensuring the smooth operation of APPU by providing financial and
administrative support.

Ms. Sawitree Langkhong
Secretary
Ms. Sawitree has been working as Secretary of the APPU Bureau since 2006. She holds a Master’s Degree of Business Administration from Kasetsart University. She is a member of administrative team who has more than 18-year experience in providing proactive support to the Bureau.
The College participants might know her well as the focal point for visa supporting document and air tickets.

Mr. Danai Suwattana
System Support Officer
Mr. Danai has been with APPU since the year 2000, offering support in IT systems, internet,
and multimedia facilities. He holds a Master’s degree in Telecom and Computer Network from
Rangsit University. Prior to joining APPU, he worked as an electrical engineer at
Maruay Engineering and as a System Engineer at Siripaisal Group.

Ms. Somjin Chaingam
Administrative Support
Ms. Somjin studied Social Work Administration at Thammasat University, where she also
earned her Mastes degree in Public Administration. She was earlier associated with the
Communications Authority of Thailand (CAT) since 1990, serving as an Instructor and
Officer in the International Relations Department. Ms. Somjin has been a part of APPU
since 1997.
Ms. Somjin works very closely with our Course Directors, visiting guest speakers, and
participants to ensure that the course activities are beneficial and advantageous for the
participants. She devotes her time to supporting colleagues and participants whenever
needed, even after office hours and on weekends. Recognized for her kind-heartedness,
participants and delegates affectionately refer to her as "mommy" or "auntie," knowing
they can turn to her for assistance or advice.

Mr. Ekkachai Srisawang
Office Assistant
Mr. Ekkachai, also known as Mr. Ek, joined APPU in April 2019, bringing his expertise to a
wide range of support for APPU and APPC activities. His responsibilities include designing
materials such as backdrops and name badges, updating registrations, and more. In
addition to his multifaceted support, he plays a crucial role as the official photographer,
capturing memories of each course and visits.
Prior to joining APPU, Ek gained valuable experience as Assistant Secretary in the office of
the Universal Postal Union Regional Project Coordinator for Asia and Pacific in Bangkok
from 1997 to 2019.

Mr. Anupan Auanon
Driver
Mr. Anuphan has been a driver at APPU since 1995. In addition to his driving duties, Mr.
Anuphan also serves as a handyman, repairing broken items in office, classrooms,
dormitories, and apartments. Furthermore, he extends his support to the office after
working hours, assisting colleagues and participants whenever needed.
Mr. Sophon Sricharoen
Driver
Mr. Sophon has been a part of APPU since 2007. He holds a Bachelor’s degree in Political
Science from Ramkhamhaeng University. Before joining APPU, he spent 7 years as a cashier
at the Expressway Authority of Thailand, followed by nearly 2 years working as a driver for
the Ministry of Public Health of Thailand.
In addition to his driving responsibilities, Mr. Sophon plays a crucial role in supporting the
office in banking and procurement.
