Advanced Business Management, 14 January to 1 February 2002

The ABM course was held from 14 January to 1 February 2002. The course was designed to help the participants develop their skills effectively in managing Post on commercial lines. The course offered an awareness of the changes taking place in the global business environment and provided skills in marketing, HR, developing business plan, postal operations, technology applications. The participants visited the Laksi Mail Centre, CAT head quarters, and TNT.

International Mail Accounting , 14 January to 1 February 2002

The course was conducted from 14 January to 1 February 2002. The course provided the participants with information on the latest changes in International mail accounting systems, understanding of the UPU provisions & the key concepts emanating from the Beijing postal strategy, completion of all key documentations required for IMA, verify the accounts recieved from other postal administrations and airlines and to apply the various international mail payments systems correctly. Participants visited the Laksi Mail Centre and the Don Muang Air Mail Centre.

Human Resource Management Course, 18 February to 15 March 2002

The HRM Course was held from 18 February to 15 March 2002. The course provided the participants with key information regarding the current best practices in HR by benchmarking against advanced postal administrations and leading private enterprises. Apart from the faculty of APPC, Mr Bruce Heesterman - Transend and Mr Eichi Ito- UNI Apro offered lectures. The participants also visited Samsung Electro Mechanics to study their best practices.

12 participants from 8 countries of the region attended the course. They presented the On Course project reports before the panel of experts on 14th March.

Ms Melody O. Madrigal ( Philippines ) was awarded the best participant certificate and Ms Pharida Q. Aurelia ( Philippines ) was the runner-up.

Postal Planning & Modernisation Course, 18 February to 15 March 2002

The PPM Course was held from 18 February to 15 March 2002. The course provided the participants with an understanding of the challenges and opportunities for post. The course equipped them with skills in strategic planning, planning tools, personal development, preparation of business plan, marketing planning, HR planning, Beijing postal strategy, importance of preventing postal crimes, TQM tools etc. Mr Manote - CAT and Mr Min - Korea offered the case studies of practical strategic planning. Mr Sebastian Teo presented the strategic planning and modern production and monitoring tools from Siemens. Ms Porntip - CAT and Ms Pornsiri CAT also gave lectures. Mr Eichi Ito - UNI Apro presented the union's perspective to planning issues. To reinforce the class room discussions and to benchmark against best in class organisations, study visits were undertaken to Samsung Electro-Mechanics and Advanced Micro Devices (AMD)

11 participants from 9 countries attended the course. Mr Alias B.Razali ( Malaysia )was awarded the best participant certificate and Mr Dudi Hendra Fachrudin ( Indonesia ) was the runner-up.

Advanced Marketing Course, 1 - 12 April 2002

The Advanced Marketing Course was held between 1 and 12 April 2002 with 11 participants attending the program. The course objective was to give the participants the needed skills and knowledge to face the challenges in marketing postal products and services. The course covered the whole areas of marketing to be inculcated in the culture of post. The participants were taught the skills of preparing marketing plan and conducting a marketing research . Consultants from Australia Post, Ms Trish Jager and Mr Brian Hayles gave valuable inputs. The participants visited Mc Donalds store, CAT facilities and FEDEX to benchamark against their standards.

The course selected Mr Mohammed Zain as the most outstanding participant and Ms Rudith Sanchez, Philippines as the runner-up.

EMS Course , 1 – 12 April 2002

EMS Course 2002 was aimed at equipping EMS managers in the region with virtually any skills needed to run EMS business successfully. Wide array of topics were discussed in a highly interactive class setting, ranging from EMS operations; EMS marketing, business development, promotion, customer relationship management; pricing strategy, customer survey, etc.

In addition to APPC lecturers, many sessions were delivered by Ms Trish Jagger, Consultant from Australia Post. Mr. Brian Hayles of Australia Post gave presentations on Critical Entry Time and EMS Next Day Delivery.

The participants had the opportunity to visit Laksi Mail Centre, Laksi Post Office and EMS Customer Care Units and Federal Express.

Out of the nine participants from 7 countries, two were named as the most outstanding participants, i.e. Ms. Zunaida Md. Akhir from Malaysia, and Mr. Noel V. Dacasin from Philippines.

Service Quality Management Course, 29 April - 24 May 2002

The Service Quality Management Course was designed to help the participants to assimilate the current techniques and skills in Total Quality Management. The course objectives were: a) Provide knowledge and skills in the principles and practices of Total Quality practices like, 5S, Benchmarking, Re-Engineering, Quality Circles, ISO 9001etc. b) Explain the applications of different Quality tools and statistical quality management. c) Analyse the current best practices of leading organisations and benchmark against them in the areas of quality practices. d) Understand the need to improve the quality management in Post, developing strategic and business plans and preparing for TQM implementation.

Apart from the faculty of APPC, Mr Geoff Rickard, Consultant – British Post Consultancy Service shared his expertise with the participants.

Benchmarking visits were arranged to institutions like Thai Acrylic Fibre (The only winner of the Deming Quality Award in Asia, outside Japan), JW Marriott Hotel (Ranked the world’s best hotel employer recently), Toyota Motor Company and Laksi Mail Centre.

12 participants from 9 countries attended the course. Mr. Shamsuddin B. Harun, Malaysia was awarded the best participant certificate and Mr. Nguyen Ngoc Bich (Vietnam) was the runner-up.

Train the Trainer from 29th April to 24th May 2002

The Train the Trainer Course was held from 29 April to 24 May. There were nine participants from seven countries of the region. The group was a mix of Trainers and Operational managers.

The emphasis in the course was to give inputs on training needs analysis, Curriculum development and Module development. The trainees were also given inputs on broader Human resources management aspects and Job analysis. To reinforce these ideas the course also had assistance from a Short term Consultant from British Post, Mr Geoff Rickard who gave practical inputs from his experience in UK as well as Gulf Countries. The participants of course got a wide variety of information by exchanging information amongst them.

There were sessions on Public speaking and Presentation skills, as well as on effective instructional skills. There were also inputs on the use of games, role-play and simulations to enable the participants to appreciate their learning points. The group visited JW Marriott Hotel and Thai airways to get ideas on training system in these other industries.

The skills achieved during the 4 week training were evaluated in the form of On-Course Project were the participants presented specific curriculum and sample modules on various cadres like Postman, Tellers, Post masters with subjects ranging from Motivational training to training for Change management.

Ms Luzviminda Valdez from Philippines and Mr Yadav Subedi from Nepal were declared as the best and second best participants in the course.

Electronic Business Course, 10 June to 5 July 2002

The EBC 2002 was designed to help the participants to assimilate the current business models and strategies of E-Business. The course objectives were : a) Provide basic knowledge and skills in Web technologies and E-business technical architecture. b) Explain the different strategies and business models of E-Business management. c) Analyse the current best practices of leading organisations and benchmark against them in the areas of IT and E-Business. d) Understand the need to integrate the principles of Planning, Marketing, HRM, Process costing, Business planning, Change management, Collaboration, Outsourcing into E-Business models. e) Understand the products of UPU like IPS, IFS, Global E Post and their role in stimulating E-Business in Posts

Apart from the experienced faculty of APPC the following consultants shared their expertise with the participants. They are: Mr Vinci Wong, Sr Manager – E Business, Hong Kong Post ; Mr Tan Yong Chee , UPU-RSCAP Singapore; Mr Stefane Zakarian, La Poste - France; Mr Anucha, Manager, Postal Operations Department - Communications Authority of Thailand; Mr Sebastian Teo Yang Chiew, Sales Manager, Siemens-Dematic - Singapore.
Benchmarking visits were organised to institutions like Advanced Info Services (The number one company in mobile telephony business in Thailand and a pioneer in IT), Bangkok Post Publications ( The premier English news paper in Thailand which has pioneered e-Business in Thailand through its supplement “Database” and introduced Electronic publishing ) and Laksi Mail Centre.

Financial Management Course, 10 June – 5 July 2002

This four-week course was developed to help postal financial managers improve their capability in implementing the basic financial management principles in Post. Various subjects were discussed, ranging from accounting to financial management such as understanding and interpreting financial statement, capital budgeting, costing, budgeting, managing assets, short-term and long-term funding, and analysis of profitability.

Participants of this course visited Siam Commercial Bank and CAT facilities as part of course program. They also had a chance to discuss practices of finance with a short-term consultant from LaPoste, France, Mr Stephane Zakarian who had been accompanying them for a week. In additions, speakers from CAT were discussing about investment policies in CAT and CAT’s policies in anticipation of reorganization of CAT.

This course was attended by 10 participants from 8 countries. Ms. Ana Tang from Macao Post was honoured as the most outstanding participant, and Mr. Asrin bin Abu Sujak from Malaysia was in the second place.

Direct Marketing, 9 - 29 July 2002


The Direct Marketing course was held between 9 to 29 July 2001 with 9 participants. The course highlighted the operations of Direct Marketing and its potential as a new business opportunity for post. Special emphasis was given on database management and creativity. Consultants giving lectures included Ms Raquel Ferrari from UPU, and Ms Gessanie Skuldist from BPLB. Participants visited Wunderman one of the biggest DM companies in Asia to study first hand its operations.

The course selected Mr Wangchuk Wangdi, Bhutan as the most outstanding participant and Mr Joshobanta Panda , India as the runner-up.

Course on Philately, 22 July to 2 August 2002

The two week course on Philately was attended by 13 participants from 9 different countries. The course aimed to provide participants with key information on the philatelic activity, to introduce participants to the current best practices in marketing and development of philately, to understand the planning and policies involved in philately, to appreciate the unique place philately takes in post office activities, its historical evolution, its business prospects and associated marketing. In essence the course was in the format of a work shop as well as classroom lectures.

The course also had inputs from eminent philatelists of Thailand who shared their practical experiences on symbiotic relationship between the postal enterprises and philatelic trade bodies. The participants also a visted a prominent dealer of Thailand to understand the business and Thai British Security Printers Ltd. where they were given a presentation on technical aspects of printing process by Mr Adrian Topham, the Chief executive Officer of the company.

The group also had a special session on the last day by Mr Gavin McRae, Managing Director of Stamps and Collectibles division of Royal Mail, UK.

Mr Zakariah bin Hj Md. Sam and Mr S.M.A.D. Samaraweera were declared as the Most Outstanding and Runner up participants of the Course.

International Postal Services course from 19th August to 13th September

The 4 week course was attended by 11 participants from 10 different countries. The course aimed to familiarize the participants to the Universal Postal Union’s structure and practices of international mail systems.

The course sought to :

Explain the role played by UPU in organizing international postal services and the new changes to the UPU regulations,
Understand the international mail payment systems, especially the new terminal dues system, and emerging trends,
Prepare relevant information for the UPU which goes into the Operational Guide,
Complete all documents required in the office of exchange for processing international mails and those related to international mail accounts,
Set service standards and conduct quality tests,
Understand the complex international business environment in light of customer requirements, liberalisation and actions of the WTO,
Understand the changing trends of international postal services,
To route plan for EMS and Airmail, and
Understand the International financial services.
The participants were also given inputs on Marketing, quality and customer services aspects in this course. Mr Brian Hayles of Australia Post gave lectures on the initiatives undertaken by Australia Post in Fulfillment services. The participants also visited the offices of Exchange in Bangkok, namely Laksi mail center and Don Muang Air mail center.

Mr Shailendra Kumar Dwivedi of India Post and Mr Abdul Aziz Bin Md from Malaysia Post were declred as the Most Outstanding and Runner up repectively in this Course.

The 10 week course was attended by 11 participants from 8 different countries.

The PMC 2002 is designed to help the participants to assimilate the current business models and strategies of Postal business. Visit to Australia Post- Australia Post hosted the PMC 2002 at Perth. The official visit was from 14 - 22 September 2002. The delegation visited GPO Perth, Perth Mail Centre, Curtin University, Booragoon PO, Welshpool Delivery Centre, Cannington Post Shop, HQ of W.Australia. The delegates had excellent interaction with Mr Geoff Cook-GM, Mr Mike Owen-State Manager and other senior officials of Australia Post.

Mail Planning & Monitoring Course , 4 – 22 November 2002

This course aimed at equipping postal manager in the region with such knowledge plus knowledge on other related fields such as costing aspect of mail, product development and incorporation of technologies into mail process.

The participants had chance to discuss with experts from CAT about mail management practice in this organisation. Siemen Damatic, an arm division of Siemen also sent his expert, Mr Sabastian Teo to present a topic about the use of technology in planning and monitoring mail stream. In additions, participants had opportunity to learn from the field through study visit to CAT’s premises, i.e. Laksi Mail Centre, Don Muang Mail Centre, GPO, Bangkok Mail centre, Laksi Post Office and EMS Customer Care Unit.

Selected to be the most outstanding participant of this course was Mr. Abdul Samad bin Abu from Malaysia Post, and the runner up was Mr. Kyu-dong Lee from Korea Post.

Selling Skills & Marketing, 4 - 22 November 2002


The 3 weeks course on Selling Skills and Marketing Course was attended by 10 officers from 6 countries. The course fully met its objectives of enabling participants to identify, develop and practice key selling and retail management skills and providing insights into creative selling and the dynamics of retail management. Moreover, the course imparted to the participants the skills in adopting the most effective marketing strategies and best practices to run a successful postal business. Emphasis was given on managing the sales in a highly competitive market. It covered key areas like personal and corporate selling, key account management, direct marketing, retailing in post and marketing experiences of various postal administrations.

Invited resource persons were Mr Arhit Sehgal, President, Thai, Mailing Service Co., Mr Narongrid Galaputh, Sales & Marketing Director, TNT and Ms Gessanie Skuldist, Creative Director, Bristow Prentice Lambert Budd Co. Faculties and consultants of the college ran other sessions.

The participants had the chance to visit Fuji Xerox Thailand and Acer Computer Company for observation and learn selling & marketing strategies these companies have adopted on their product and service offerings. CAT facilities were also visited for benchmarking purposes.

The course selected Mr Hamzah B. Mohd. Said, Malaysia as the most outstanding participant and Mrs. Duk- Hee Kim, Korea, as the runner-up.

Financial Management Course, 20 January – 14 February 2003 

Traditional approach in managing financial resources of postal organisations is deemed inappropriate in this changing business environment as it limits the flexibility of a company to utilise its financial resources to the best advantage of the company.  An application of modern financial methods and techniques will ensure that company run along commercial lines, improve the quality of business decisions through systematic measures and indicators, and prevent it from derailed into costly programme decisions.

The Financial Management Course of 2003 had striven to achieve those objectives through series of discussions and presentations addressing relevant issues facing postal organisations. 11 participants from various countries attended this 4-week course. The course gave ample opportunities for the participants to learn from exercises and interactive discussions through which understanding of the various concepts could be reinforced effectively. They were also exposed to practical experiences of CAT in managing its finance. Study visit to CAT establishment was also made to observe financial drivers in the operational sector and then discussed how CAT managed its changing financial requirements.

After an arduous study of participant’s performance, Ms Vena Wonglaw from Communications Authority of Thailand was awarded the most outstanding participant, followed by Ms Saidatul Sofia Bt Mohamad Pakharuddin from Malaysia Post.

Advanced Marketing Course, 3 - 14 March 2003 

In the  2 weeks  course on Advanced Marketing Course 10 participants from eight countries attended. m.  The course objective was to give the participants the needed skills and knowledge to face the challenges in marketing postal products and services. The objective was fulfilled through sessions that combined concepts and practical works. The course highlighted the post as being a customer-driven organization and the need to inculcate marketing in the culture of the Post.  The course covered the whole areas of marketing that gave further details about the product, price, place and promotion. The participants were taught the skills of preparing a marketing plan, conducting a market research, and key account management.  

Invited resource person was Ms. Becky Chan, Senior Manager, SpeedPost from Hongkong Post, who delivered sessions on how Hongkong Post develops and markets its product and services. 

The participants had the opportunity to visit the United Broadcasting Corporation, the leading provider of pay cable TV in Thailand and observed how the organisation operates its business and the customer-focus service they practice. 

The course selected Ms. Mildred Iawphinaw, India as the most outstanding participant and Mr. Jamaludin B. Mohamad, Malaysia, as the runner-up.

Philately Course, 3-14 March, 2003 

The course on Philately was attended by 10 participants from nine different countries. The course sought to provide participants with key information on philatelic activity on best practices in the field of business and marketing of philately. They were also familiarized in the planning and policies involved in philately. The participants were encouraged to apply the concepts in their workplace by encouraging them to draw up a long-term plan in the context of their responsibilities in their organisation. The course also introduced the participants in the computer software, which can be used to develop new designs. 

The course also input on the development of the hobby and how to organize an exhibit. The session was ran by the eminent philatelists of Thailand, Ms Yaovanee and Dr Pichai Buranasomabati. The participants also visited the Thai British Security Printers at Bangkok, where the CEO of the company Mr. Adrian Topham gave a detailed presentation on the hobby and the printing processes involved. They also visited the premises of Siam Stamp Trading company to understand the trade aspect of the business better. 

In the concluding days the participants drew up a small Strategic plan in the context of their postal administration. Some of the ideas that came out were appreciable. 

The Course also had services of a short-term consultant from India, Ms. Meera Datta, Post Master General who shared her experiences with the participants. 

Mr . W .M.G. Sanath Wasala from Sri Lanka Post  and Mr. Mohd.Nasir bin Lani of Pos Malaysia were assessed as the best participants of the course.

Express Mail Service, 31 March - 11 April 2003 

As competition in the express courier industry is stiffening amidst uncertainty of the economy outlook in 2003, postal organisations found it more challenging to come up with more innovative, high quality EMS. The EMS course was deliberately designed to cater to the need of postal organisations in the region to expand knowledge of their EMS managers and to give them exposure to international business setting and experiences.

11 participants with various experiences in EMS business from 10 countries were attending this course so that it formed a ground fertile for sharing information and experiences from each organisation.

The course was designed in modular basis that it could cover various aspects of managing EMS business namely operations, marketing, business development, and general exposures. As it is admitted that the key to success of EMS business are solid, efficient operational process and focus on key account customer, we have put emphasis more on the objective of efficient operations and managing key accounts. Apart from topics and sessions delivered by APPC’s faculty staff, some topics about EMS operations and business were brought in to the class and discussed by Mr Brian Hayles, Manager, International Posts, WA, Australia Post, and Ms Pornsiri Chotamongsa, Senior Director Postal Quality Control Department, CAT.  Having had tremendous experiences in managing EMS in Australia Post, Mr Brian had been able to present valuable information about EMS development in Australia Post, the importance use of CET to generate more business and EMS Next Day Delivery development in WA.

In additions, the participants were also exposed to various presenters on logistic business and management and had valuable chance to visit Federal Express premises, one of the leading courier service operators worldwide.

Mr. Ombir Singh Veerwal from India Post was selected to be the most outstanding participants, followed by Mr. Tengku Bahanuddin bin Tengku Sulong from Malaysia Post.

Parcel & Logistics Management Course,  2003 

The first course on Parcel and Logsitics was designed to help participants understand the current business models and strategies of the logistics business.  In this 2 weeks course, 9 participants from 8 countries attended.  The course objectives were to:  Provide an understanding of the theoretical background of logistics, appreciate the  principles of cargo management, containerisation, transport management, warehouse and material handling management, customs procedures, technology management, Analymanaging logistics operations  in other postal administrations like Australia, Korea and Japan, Understand the strategies and business models through case studies, study visits to facilities of express and logistics companies like APL, Danzas, Fedex, GATS, Schenker Logistics and TNT Provide skills in improving an individual’s personality and social skills and        Facilitate sharing of ideas and experiences.

Benchmarking visits were organised to APL Logistics, Danzas and Fedex.

Apart from the topics covered by Mr Mahesh, participants received inputs from  the following  guest speakers;  Mr Geoff Formstone & Mr Chris Stevens - GATS, Mr  Brian Hayles- Australia Post, Ms Phajongporn-IT Manager - Schenker,  Mr Supachai Sasomboon-Customs Department, Mr Malcom Manop-TNT.

Mr A.N.Nanda  of  India  Post  and  Mr Romeo R Montes, Philippines Post  were declared as the Most Outstanding and Runner up repectively in this Course.
