Four Decades of Achievement

The APPC was established on 10 September 1970 at Bangkok as a regional training centre, as envisaged in the first congress of the Asian-Oceanic Postal Union (AOPU) held in Manila in 1965.   The APPC was then known  as the Asian and Oceanic Postal Training School.  The proposal of the AOPU for establishing such a centre received the support of the Universal Postal Union (UPU) and the financial support from the United Nations Development Program (UNDP).  The Governing Board is set up to be responsible for administering the training section.

In Post, as in any other modern business, training and development of people is a pre-requisite for a successful and bright future.  In order to run Post excellently we need to equip our people with the necessary skills, knowledge and attitude to meet the changing environment.

Realising the need for training of postal managers in the region, the Asian-Pacific Postal College (APPC) came into existence in 1970 as a regional training centre for Asia -Pacific.  Situated in Bangkok, the capital city of Thailand, APPC provides many basic and advanced training programs geared to the specific needs of Post.

To put the idea into practice, the Postal Administration of Thailand generously provided the accommodation, furniture and administrative support. Other countries that supported the Centre during its formative years were the Republic of Philippines, the Republic of Korea and China (Taiwan).

Our vision is to be a best -practice postal training college, which supports the interests of postal administrators of the Asia-Pacific region and will enable them to meet the challenges of the future.
We aim to provide high quality, cost effective training and development programs for postal managers, which will make Post totally customer oriented and inspire quality customer service.

"We exist to raise the level of knowledge and increase the effectiveness of postal staff in the management and execution of their jobs.

We are committed to exceeding our customers' needs in providing relevant and up-to-date high quality courses and programs, which are cost effective, challenging, yet easy to assimilate.

We strive to be a leading training institution in the Asia-Pacific region."

To train and develop future middle grade postal managers
To provide a nucleus of personnel to meet the training needs of the Asian-Pacific countries
To promote better understanding and co-operation in postal services among the countries in the region.
