MR SOMCHAI REOPANICHKUL is the Director of APPU Bureau, formerly Senior Executive Vice President (International Business) of Thailand Post. He joined Thailand Post (formerly Communications Authority of Thailand and Post and Telegraph Department) in 1972 and  assumed many positions of strategic, regulatory, commercial, technical and operational nature. His accomplishments included many wide-ranging projects in operations, development of new services, quality improvement and international cooperation. He completed his Master’s degree in Public Administration from Institut International d’ Administration Publique (I.I.A.P.), Paris in 1973 and in Postal Management from Ecole Nationale Superieure des Postes, Telegraphes et Telephones (ENSPTT), Paris in 1975.

MR WASIM ZAFAR     joined APPC in March 2005 as the Course Director for Operations Management, Human  Resource Management,  Train the Trainer, Advanced Business Management, Information Technology Management and Postal Security. He will also be carrying out ETP for Vietnam Post.

He did his  Graduation in (Nautical Sciences) and holds a degree of Bachelor of Arts. He is a Microsoft Certified Systems Engineer (MCSE) / and has done Certification in E. Commerce In his latest assignment as Chief Inspector (Training & Recruitment) he was responsible for Recruitment & Training of 2000 new postal employees in 2003-04 in whole of Pakistan.

As an UPU Consultant carried out a Mission on training for the Postal Administration of Afghanistan in 2003. Was the Chief Operating Officer of Post Mall Projects a new concept of one window communication & business services for Postal Customers in a computerized and paperless environment. Introduced the Hybrid Mail in Pakistan by the name of E. Letter Service for overseas customers. Planned, Developed and Operated five Postal Information Technology Centres at all the Provincial Capitals of Pakistan. Implementation of Track & Trace System of Express Post and Counter Automation Software at Major GPO’s as Coordinator of Post InfoTech, the Software House of Pakistan Post / Post Foundation. As Course Director at Postal Staff College, trained more than 500 Foreign Postal Managers from Asia / Pacific / Middle East / Africa / Central Asia  on Marketing, Training, Information Technology Management, E-Commerce, Postal Management & International Postal Services, Financial Management, HRD, TQM etc

  MR. MUHAMMAD ARAS   

joined APPC in January 2010 and became the Course Director for International Mail Accounting, Service Quality   Management, EMS, International Postal Services, Postal Retailing and Sale as well as Philately.

Before joining APPC, he was in charge for international postal services in Pos Indonesia for more than 8 years. Furthermore, he was the chairman of the UPU Universal Postal Service Project Group (under CA committee 1) and the vice chairman of the Quality Improvement Project Group (under POC committee 2) in 2009.  

He has attended and involved in several international postal meetings such as UPU congress in Bucharest (2004) and in Geneva (2008), POC and CA meetings from 2003 to 2009, APPU Executive Council meeting from 2006 to 2008 as well as ASEAN Postal Business Meeting.

Mr. Aras has a Magister of Management degree from Pandjadjaran University in Bandung, Indonesia.  His field of study is International Management

 

 

 

 

 

 

 

 

 

 

MR SHAILENDRA KUMAR DWIVEDI

joined APPC in March 2010 as the Course Director for Financial Management, Parcel and Logistics Management, Human Resource Management and Direct Mail and Advanced Marketing Courses. He will also be Course Director for the prestigious Postal Management Course of the APPC.

Having worked at various positions in India Post since 1997, he brings in a unique blend of first-hand operational, project management and policy making experience, academic excellence and an extensive training experience. He has managed Postal and Mail Operations in the metropolitan city of Kolkata in India from where he moved to the India Post headquarters and worked in the International Mails, International Relations, Service Quality and Customer Care Divisions from 2002-2007. He has attended several international meetings of the UPU and APPU between 2002-2004. Before joining APPC, he was Course Director at Postal Staff College India for three years and has trained over three thousand personnel at various levels in all areas of Postal Management in internal and international training programmes. He specializes in a systemic study of the postal organization with an interdisciplinary approach and translating it into implementable action plans.

Mr Shailendra has done his Executive Masters in International Business from the Indian Institute of Foreign Trade, New Delhi, BA (Honours) in Economics and LAW (Ll.B) from Delhi University.
