MR SOMCHAI REOPANICHKUL is the
Director of APPU Bureau, formerly Senior Executive Vice President
(International Business) of Thailand Post. He joined Thailand Post
(formerly Communications Authority of Thailand and Post and
Telegraph Department) in 1972 and assumed many positions of
strategic, regulatory, commercial, technical and operational nature.
His accomplishments included many wide-ranging projects in
operations, development of new services, quality improvement and
international cooperation. He completed his Master’s degree in
Public Administration from Institut International d’ Administration
Publique (I.I.A.P.), Paris in 1973 and in Postal Management from
Ecole Nationale Superieure des Postes, Telegraphes et Telephones (ENSPTT),
Paris in 1975. |

MR WASIM ZAFAR
joined APPC in March 2005 as the Course Director for Operations
Management, Human Resource Management, Train the
Trainer,
Advanced Business Management, Information Technology Management and
Postal Security. He will also be carrying out ETP
for Vietnam Post.
He did his
Graduation in (Nautical Sciences) and holds a degree of Bachelor of
Arts. He is a Microsoft Certified Systems Engineer (MCSE) / and has
done Certification in E. Commerce
In
his latest assignment as
Chief Inspector
(Training & Recruitment) he was responsible for Recruitment &
Training of 2000 new postal employees in 2003-04 in whole of
Pakistan.
As an UPU Consultant carried out a Mission on
training for the Postal Administration of Afghanistan in 2003. Was
the Chief Operating Officer of Post Mall Projects a new concept of
one window communication & business services for Postal Customers in
a computerized and paperless environment. Introduced the Hybrid Mail
in Pakistan by the name of E. Letter Service for overseas customers.
Planned, Developed and Operated five Postal Information Technology
Centres at all the Provincial Capitals of Pakistan. Implementation
of Track & Trace System of Express Post and Counter Automation
Software at Major GPO’s as Coordinator of Post InfoTech, the
Software House of Pakistan Post / Post Foundation. As Course
Director at Postal Staff College, trained more than 500 Foreign
Postal Managers from Asia / Pacific / Middle East / Africa / Central
Asia on Marketing, Training, Information Technology Management,
E-Commerce, Postal Management & International Postal Services,
Financial Management, HRD, TQM etc
Served in
Multinational Environment for 9 years at sea as Nautical Officer in
Merchant Marine and traveled to 80 countries of the world. Details

MR Thakur Subhash Sinha
is the Course Director for International Postal Systems,
International Mail Accounting, International EMS, and Service
Quality Management Courses.
Before joining APPC, he was Director Postal Services for Mail
Management and Business Development in the Indian Capital City of
Delhi. In his years with India Post, he has had a wide range of
experiences going from Senior Superintendent Bombay Sorting Division
to Assistant Director-General for International Relations. He
specialises in International Postal Systems, International Mails
Accounting, Mail Circulation, Quality of Service Fund and Business
Development. He was a plenipotentiary delegate from India to the 8th
Congress of the Asian-Pacific Postal Union held in Tehran in 2000.
Mr Sinha has attended several training programmes in India and
abroad and has visited several countries in the region and
represented India Post at many bilateral and multilateral meetings.
As Director in Delhi, he was responsible for the implementation of
the QSF Project at the Delhi International mail Centre.
Mr Sinha has M.Phil Degree in Developmental Studies from the
University of Delhi.

Mr bhuvanagiri chandra sekhar
joined APPC on 2 May 2005. He is the Course Director for Postal
Planning & Modernisation, Selling Skills and Sales Management,
Effective Leadership Development, Financial Management courses.
Before joining APPC, he was Director Postal Services in India Post
looking after Operations and Business Development of Vijayawada
Region, the richest belt of Andhra Pradesh. In his years with India
Post, he has had a wide range of experiences in
handling assignments in the fields of Marketing, Sales Management,
Operations, Planning & Modernisation, HRM, Training, and Information
Technology.
Mr Chandra Sekhar has attended several training programmes in India
and abroad and has handled several projects viz.., eBillPost (an
EBPP solution),
automation of Circle Stamp Depots, Information Facilitation
Centres.
Mr Chandra sekhar has Master Degree in Computer Applications and has
also had the specialisation in the field of Management Accounting,
Costing at his bachelor’s degree and has to his credit the Part – I
degree of Chartered Associate of Indian Institute of Bankers.
